Meet the requirements of item 22. 9, Rule of the Road of the Russian Federation
By Russian Government Regulation dated 14 December 2005, No. 767, Section 22 of the RF Rule of the Road has been supplemented with item 22.9 as follows:
«22.9. Children must travel only if their safety condition is ensured by the vehicle design.
Children aged under 12 years when travelling in vehicles fitted with seatbelts must be restrained in a suitable approved child restraint, in accordance with mass and height, or they must be properly restrained with seatbelts in accordance with the vehicle design. If children must travel in the front seat of a car, they must always wear an approved child restraint.».
According to the World Health Organization, in the event of a crash, the child restraints fitted in vehicles reduce deaths among children by 54%, injury risk by 76%, and serious injury risk by 92%.
1. The car safety system is intended for children over 150cm height and is not likely to effectively protect them in a crash.
2. FEST restraints suit children 9 through 36kg. For very young passengers of 9 through 18kg, FEST restraints are to be used together with FEST strap only.
3. FEST children restraints fitted with standard car seatbelts with three anchorage points, and in the event of an impact or hard braking they could protect the child and reduce the risk of injuries, when the child is restrained and the child’s movements are limited.
4. FEST restraints is intended for use by one child wearing one seatbelt. Two children or an adult with a child may not be restrained with one seatbelt whether with a FEST restraint or without it.
5. FEST restraints will ensure comfortable and safe travel for your child. FEST restraints is safely anchored on standard vehicle seatbelt. They can be easily removed and never interferes with seatbelts.
6. Do not put FEST restraints to strains, do not expose to moisture or direct sunrays.
7. Manufactured from environmentally sound materials.

Boris M. Savin, Head of Research Center for traffic safety, RF Ministry of Internal Affairs:
“Since mid 1970s, special child restraints have been used outside of Russia. About three decades were required to make transportation of children in cars safe in this country too, thanks to a special children’s restraint device made according to EEC UN Regulation no.44 and under Russian GOST 41.44-2005.
To practically implement this requirement, parents usually purchase a child seat, which price is rather high. However, cars is not the only way for children to travel. According to the new requirements in the Driving Rules and Regulations that demand use of child restraints, it is not allowed to use a taxi or a passing car when hitchhiking if the mentioned cars are not equipped with a child car seat.
FEST Company suggested a way out of this difficult situation having constructed an inexpensive and compact device for children to travel. This restraint device looks like an elastic cloth trapezoidal structure and anchored on car seatbelts via buttoned flaps. It is a space saver and can be kept in a glove compartment.
